The Defense Information Systems Agency has begun developing a cloud computing contract for the Cyber Infrastructure Security Agency, which is building a nationwide communications network.
Part of the focus of new sources is questioning whether there are enough small and medium-sized enterprises to secure contracts.
CISA wants a network that can provide prioritized communications during a crisis. The agency wants a U.S.-owned, cloud-based communications network built on 5G technology for voice, data, video and information services.
The network supports national security and emergency preparedness users, referred to by the acronym NS/EP.
CISA has four mission requirements:
- Priority Audio
- Priority Data
- Preferred Video
- NS/EP mission operations, described in the notice as the ability to authenticate users.
CISA also looks for six supporting capabilities:
- Performance Management
- Service Management
- Fraud Management
- User Assistance
- Usage Report
- User Management
Other requirements include security, anonymity, reversibility and international connectivity, as well as interoperability, mobility and ubiquitous coverage.
It seems that not all NS/EP users are equal: The notices that the sources are seeking to notify include provisions for enhanced preferential treatment, which they describe as a feature that differentiates NS/EP users depending on their profile.
The deadline for comments is June 7th.
